was the acting Consul for France. I noticed a stout Chinaman seizing hold of the Aeting Consul. Both were talking excitedly. There were parts of a stick broken, also two show cases broken.
By the Acting Consul.
I did not see the European constable arrest the Acting Consul by the collar. I saw the Indian constable pulling the consul by the collar. As well as I remember the constable answered when I told him it was the Acting Consul that it was his duty to investigate the matter and take him to the police station.

I am a reported on the staff of the Daily Press. On the 14th March at 10.30 a.m. I was at the Supreme Court steps. I saw a crowd of people at the bottom of D'Aguilar Street. I went over and went into the shop. I saw a row going on, and a broken show case. The French Consul was there and an Indian constable had hold of him by the collar. His collar and tie were disarranged. A European constable followed me into the shop. As he went passed me I said that is the French Consul. Apparently he did not hear what I said. I told Leykum and he went forward and told the European constable. The Indian
